In some parts of the country, municipalities will contract with trash haulers to service the entire area in what is referred to in the industry as a franchise agreement. In franchised areas, usually the city and the hauler agree on a “fair” rate that they then pass on (sometimes along with taxes and other surcharges) to businesses and residents of the city. In other areas of the country, there are open markets where a few different trash haulers offer service and compete for business. In these areas trash service is unregulated and, therefore, highly competitive. (more…)
